Tsubasa is CLAMP's multiverse anime. Basically, they use characters from allll their other manga, throw in some new ones, and put them in a new story. It stars two returning characters, Sakura and Syaoran, from Card Captor Sakura. Sakura is a princess and Syaoran is her best friend; they're actually in love, but haven't told each other. Anyway, Sakura goes to an excavation site and the ruins there unleash an incredible power in her. The mysterious villains try to take that from her, but Syaoran saves her before they can. However, their interference causes Sakura to lose all her memories.
Syaoran goes to the "Space Time Witch" Yuuko begging for help. Yuuko tells him that she will grant him the power to travel from universe to universe looking for Sakura's lost memories (in the form of feathers), but it will come at a terrible price: the only memories Sakura will not be able to retrieve are the ones she had of Syaoran. It will be as if their relationship had never existed.
Syaoran cares for Sakura so much that he agrees, even if it means Sakura will never love him. So Yuuko summons up two other travelers to help him on his journey, and the adventure begins! The manga also crosses over with the series "xXxHolic", which is a series all about Yuuko and her assistant. That one's much more of a comedy, and they're slated to make a movie out of it!
And in reply to K1's post about outsourcing to Korea, it's true. America's been doing that since the late 80s for everything but Disney Feature Films (they outsource to Japan for 'tweening). Japan has just started doing it recently.
