yes of course she is - apart from the super uncanny resemblance of Urd to Hild, Bell always gives info that she is and when there's the problem of peorth being turned into a kid in the 'Welsper Arc' after phoning up Hild, Urd explains why the Damakaichko is so easy to reach - "Well, she's my ... Mother after all!" and also Hild says to Urd re her stubborness "if you didn't resemble me so much ...", more evidence than that is not realy needed! Right!?! ^_^
