Not really, I don't think love is that 'hard to notice', it's just that in this day and age the mass media and the masses have somehow wrongly equated 'I love you' with "I think you're hot, let's get together'. So people have become a little confused whether they actually love someone or not.
I think love is actually reasonably easy to notice, just that you need time and an understanding relationship in order to be able to see it clearly. Although nowadays there aren't that many people who believe in my archaic definition that a loving relationship doesn't require you to constantly make out with your gf/bf. A loving relationship requires just that, love. The want to do something for another person because they'll like it, even if it doesn't benefit you, not the constant urge to get into someone else's pants.
Then again this is just my opinion.
Personally I haven't told anyone 'I love you' yet (besides my family) and I think it's going to stay like that for a long time. I dunno. Just call me picky or whatever. Just haven't really found anyone. =p
