well, it depends on how one sees things....

though i dont think Saikano is meant to be a light hearted tale. to be specific it's a sad romance anime. It another of many examples of anime influenced by the aftermath of the second world war, though some may not realise.

Saikano seemed like a pretty hard core tale to me. Even some of the mangas are 18 and up! I don't know how bad it gets, but I definantly don't think it was meant to be light hearted!
