If you're talking about the episodes 23-24, it is available at the BitTorrent section, or you can find on many video sharing websites. Try veoh.com if you can't.

You can't find any on veoh.com!? That's impossible! I watch the whole series there, and there are many uploaded video files there, even the special extra episode 23-24. Try using "Ah my Goddess! episode 23", "Ah my Goddess! episode 24" for your search (Ep.23/24 from season2 will be included to your results). Or, try this instead, use the http://video.google.com This is the same as the google.com, but it search only the video clips on the internet (video clips search engine!). I hope it will help you find those episodes.
For the torrents, try using (download) Bitcomet if you don't have. Bitcomet can escape from the interference a little bit. If not, try decrease the Global max upload rate (in Preference menu) to around 10-20 kB/s. I hope this work...

I'm going to try that video search thing, as for the downoad manager, I can't, because macintosh dosen't support .exe files, which means I can't use most (if any) files that work on Windows.

I found the biggest torrent site in japan. It's "tokyotosho.com". May be you should try some torrent there, because you have to download the torrent with many "seeders" to success the downloading. May be your torrent has "no or not enough" seeders for downloading (I think that's why it stays 0.00%).
