I never participate in these, but I couldn't resist this one, especially with all the good ones overlooked.

1. Lucy (Elfen Lied) (I consider a very creepy villian) (see note)

3. Ikari Gendou (NGE) (I consider him a villian)
4. Scar (Full Metal Alchemist)
5. Folken Fanel (Escaflowne)
6. Millions Knives (Trigun)
7. Lain? (Serial Experiments Lain) (see note)

What makes this list so enjoyable to make is that anime characters are often too complex to box as traditional heroes/villians. Take Lain for example. The main character of the anime, but if the perspective of the show had been changed to a different point of view, she easily could have been seen as a pretty ominous villian.

Another example would be Lucy from Elfen Lied. Eventually, she becomes a hero of the story, but she is just so very scary. Even the ending scene of the series sends a chill up my spine, and that's supposed to be a happy ending!!!
