It's probably "Nekomi Institute of Technology Motor Club", but without someone who knows kanji well, we can't say for sure :/
It's a bunch of weird ppl isn't it ? But their burning passion is what makes them so strong :3 GO MOTOR CLUB!!

Yeah, that is almost everyone in the motor club. Five of the six unnamed members:
From right to left,
Uniform Guy
Guy in Love with Hasegawa
Guy with Glasses
Lummox
and I believe that is the Guy who usually wears a Jacket with Buckles on the left.
The only one missing is the guy with the mask on the side of his head.
(Please excuse my personal nomenclature for them)

And yes, the first four characters are shorthand for Nekomi Institute of Technology and the last four are for Auto Club.

I think I may have to borrow this photo for BAFpedia...
