Chihiro Fujimi was the founding president of the Nekomi Tech Auto Club. When she returned to Nekomi Tech, she challenged Keiichi to a motorcycle race and won. Interacting with Belldandy and Keiichi, though, convinced her to abandon her career as a professional motorcycle racer and become a mechanic. She started a garage called "Whirlwind" in order to create something for fun, not to win. In later chapters of the manga, she hires Keiichi to be a mechanic there.

She has a soft spot for cute objects, especially small engines. She has only appeared in the manga.
Although Chihiro can have a tough front she is actually a sensative optimistic character.
